Company Licensing Requirements

Individual personnel requirements: All security personnel must hold SIRA certification (Dubai). Background checks, medical fitness, training completion. UAE national preference.

Training standards: SIRA has comprehensive training framework. SIRA-accredited training centers only. Different levels for guards, supervisors, managers, consultants.

Firearms and Armed Security

Pre-deployment compliance checklist for the UAE

Before any security deployment in the UAE, verify: the company holds a current Security Industry Regulatory Agency (SIRA) licence for the specific emirate; individual operators hold SIRA-issued security personnel permits; and that any proposed activities fall within the SIRA-authorised scope (armed private security is not available through commercial channels in the UAE).

SIRA licensing is emirate-specific. A company licensed to operate in Dubai is not automatically authorised to operate in Abu Dhabi or other emirates. For deployments that cross emirate boundaries, each relevant SIRA permit should be verified separately. The UAE’s regulatory compliance culture is well-enforced: SIRA conducts regular audits and non-compliance results in financial penalties and licence revocation. This rigour makes the UAE market notably cleaner than most P1 markets in terms of operator quality floor. The absence of armed private security through commercial channels is a constraint that requires specific planning for principals who need armed close protection – arrangements must be made through the relevant police authority.
