India is the world’s fifth-largest economy and the most populous country on earth, with over 1.4 billion people. Mumbai is the financial capital and the hub of both the formal corporate sector and India’s media industry. Delhi is the political capital. Both are significant destinations for international corporate travel.

FCDO advises specific caution for multiple states and maintains terrorism warnings for India as a whole. OSAC rates Mumbai crime as high. The country’s geographic and political diversity means that risk profiles vary substantially by state and city.

PSARA and the regulatory framework

The Private Security Agencies Regulation Act (PSARA) was established in 2005 and requires all private security agencies to hold state-level licensing where they operate. Enforcement varies by state. The law sets minimum standards for training, conduct, and personnel vetting. Our India operators hold current PSARA registration for their operating states.

Mumbai: The terrorism context

The November 2008 attacks on the Taj Mahal Palace Hotel, Oberoi Trident, Leopold Cafe, and CST railway station (166 dead over three days) remain the defining security event in Mumbai’s modern history. The intent of Pakistan-based militant groups toward Mumbai has not changed since 2008. The security response at major luxury hotels has improved dramatically.

For corporate travellers, the operational implication is hotel selection: established luxury hotels with post-2008 security investments (vehicle barriers, armed guards, bag scanning) offer meaningfully better protection than properties without this infrastructure.

The ground transport risk

India’s road fatality rate is a real operational concern, not a bureaucratic disclaimer. Mumbai’s traffic density, unpredictability, and road conditions make pre-booked private cars the professional minimum for corporate ground movement. Rideshare apps (Ola, Uber) are acceptable for standard movements. Local trains are not appropriate for corporate or security-conscious travel.

Our in-country operations cover the following cities: Bangalore, Delhi, Mumbai.

Regulatory framework

India’s private security industry operates under PSARA (Private Security Agencies Regulation Act, 2005) - administered at state level. The governing legislation is the Private Security Agencies (Regulation) Act, 2005 (PSARA).

PSARA license from state government required. Each state has its own licensing authority. National-level operations require multiple state licenses. Training standards: psara mandates basic training. national skill development corporation has security guard training standards. quality varies widely. Predominantly unarmed. Armed security for specific sectors (banking, mining, celebrity protection) involves police liaison.

Massive. 9+ million private security personnel. Industry growing 15-20% annually. Largest private security workforce globally. But low wages, limited training, and regulatory fragmentation are challenges. Top firms (Securitas India, SIS, G4S India) set higher standards.

State-by-state licensing creates complexity. Inter-state operations require multiple licenses. PSARA enforcement varies dramatically between states.

Firearms and armed security

Armed security limited. Typically only government-authorized agencies (CISF, state police) provide armed security. Private armed security rare and requires specific state-level permissions. Available for banking and high-profile clients through authorized providers.

India’s private security is predominantly unarmed. Armed protection typically involves off-duty or serving police/CRPF personnel assigned through official channels.

Foreign nationals working in India cannot carry weapons independently. Foreign EP operatives can work in advisory/management roles. Operational security delivered by Indian-licensed personnel.

Bringing in foreign security personnel

Required. Employment visa through Indian embassy. Foreign companies must establish Indian subsidiary or joint venture. PSARA registration at state level. FDI caps apply to security sector.

When planning a security deployment in India, confirm operator licensing with the relevant authority before travel. Licensing status changes and annual renewal lapses are a known risk in this market. Our operators are verified at the point of deployment, not just at onboarding.

Planning your India operation

A written pre-travel risk assessment is the correct starting point for any new India itinerary. This sets the threat picture, defines the protection profile, and identifies the appropriate operator tier before any commitment is made.

FAQ

Frequently Asked Questions

Yes. FCDO maintains a ‘very likely’ terrorism rating for India. Pakistan-based militant groups (LeT, JeM) maintain intent. The threat profile has not fundamentally changed, though the security response at major hotels has improved substantially. IS-inspired lone actor risk adds a secondary threat stream.

Close protection is available through PSARA-licensed agencies, primarily unarmed with police liaison for any armed requirement. Security drivers with route knowledge are widely available. Risk assessment services are well-established. The Bollywood and HNWI market has created a reasonably mature EP service sector.

Serious. FCDO warns India has one of the highest road accident death rates globally. Mumbai traffic is chaotic, unpredictable, and involves vehicles, motorcycles, animals, and pedestrians in combination. Pre-booked private cars with professional drivers are the standard for corporate and security-conscious travel.
